Leverage Vale to organize our Vocabs into a central repo that can be used across projects #267
Description
This does not only concern the playbook, but the playbook would be significantly affected by this change. As such, I'm using this repo to track the work.
Vale, a plug-in we are using for spell-checking at the moment, now supports using a central repository for vocab and other settings that can be referenced by all of our repos.

This is the release from Vale that allows this: https://github.com/errata-ai/vale-action/releases/tag/v1.5.0
Other projects like the MilMove Docusaurus site could leverage this vocab directory afterwards.
