error putting S3 Bucket Notification Configuration: InvalidArgument: Unable to validate the following destination configurations

I can't seem to get this to work on more than 1 bucket
when I add to the list 2 buckets I get the following:

and I always seem to get this on the second in line too!

This doesn't seem bucket specific as I've tried different ones, I tried switching order as well...it's always the second one! (aws_s3_bucket_notification.main_scan[1])
