Will this accept an SSID with a apostrophe in it?

I put quotes around the SSID and password when calling from command line VE..but i keep getting error

TimeoutError: [WinError 10060] A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond

I am getting the same error and I don't think it has to do with the arguments. I hard coded my SSID/password.

I am having the same issue as well. I also hard coded my SSID and password and received the same error. Anyone know how to fix this error?
