Bump tmp and nuxt

Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependency [nuxt](https://github.com/nuxt/nuxt/tree/HEAD/packages/nuxt). These dependencies need to be updated together.


Removes `tmp`

Updates `nuxt` from 2.18.1 to 4.2.0
