4bit rotary encoder and touchscreen

Hi, I have some old 4bit rotary encoder like these ones Type X2-288 http://www.stecrecords.com/gear/jamman/parts/288.pdf
and want to have some virtual buttons from a touchscreen.

I was wondering if there was a way to use the touchscreen to output midi commands and to adapt the rotary encoder in some way because it doesn't work at all like the other ones.
