[Feature] On Republish keep previous data

After I publish, I lost all of my data in the datastore.json. Can we have as a feature datastore.json, not to be refreshed

If there is a way to configure the project in a way, that during publish, datastore.json is only copied if it doesn't exist, we could add that configuration.

I don't remember if there is a way to separate the build and publish behavior for files, as we need to replace this file during the build. If someone has better knowledge of this, all help is appreciated.
