HR operating model design

End-to-end support for designing and optimizing the HR operating model — from defining the three-pillar structure (HRBPs, Centers of Excellence, Shared Services) to governance, role clarity, service delivery design, and transformation roadmaps.

Supported tasks

  • Designing the three-pillar HR operating model
  • Defining HRBP roles, accountabilities, and spans
  • Building Centers of Excellence (CoE) charters and team structures
  • Designing HR Shared Services scope, tiers, and SLAs
  • Clarifying role boundaries between HR pillars
  • Assessing current-state HR operating model effectiveness
  • Designing HR governance and decision-making frameworks
  • Planning HR operating model transformation roadmaps
  • Rightsizing HR headcount and structure for business scale
  • Designing hybrid HR models for matrix organizations
  • Building the business case for HR restructuring

Key prompts

Operating model design

  1. "Design a three-pillar HR operating model for [company size / industry] with clear role boundaries."
  2. "What HR operating model structure works best for a [centralized / decentralized / matrix] organization?"
  3. "How should we allocate HR headcount across HRBPs, CoEs, and Shared Services for [company size]?"
  4. "Design an HR operating model for a company going through [merger / rapid growth / cost reduction]."
  5. "What are the key design principles we should apply when restructuring our HR function?"

  3. "How do we transition HRBPs from operational firefighting to strategic advisory roles?"
  4. "Write an HRBP role profile for [leadership level / business unit] including key deliverables."
  5. "What is the right HRBP-to-employee ratio for [industry] and how does it vary by business complexity?"
  6. "How should HRBPs manage their time across strategic, advisory, and operational activities?"

Center of Excellence design

  1. "Design a Talent Management CoE structure for [company] covering [scope areas]."
  2. "What should a Compensation and Benefits CoE own versus delegate to HRBPs or Shared Services?"

  3. "Write SLA commitments for an HR Shared Services center serving [number] employees."
  4. "What technology enablers are required to run effective HR Shared Services at [scale]?"

Model assessment and transformation

  1. "Assess our current HR operating model against best-practice design principles."
  2. "What are the warning signs that our HR operating model needs redesign?"
  3. "Build a roadmap for transitioning from an embedded HR generalist model to a three-pillar model."
  4. "How do we manage change resistance when restructuring the HR function itself?"
  5. "What metrics indicate an HR operating model is working effectively?"

Tips

  • Role clarity between pillars is the most common failure point — invest in a RACI before restructuring headcount.
  • HRBPs struggle to be strategic when they carry high administrative loads; use Shared Services adoption metrics to identify what's still landing with HRBPs incorrectly.
  • CoEs often design excellent frameworks that line managers ignore — build manager capability and simplicity into every CoE output.
  • Operating model design must follow business strategy, not HR preferences; start by understanding how the business creates value, then design HR to support it.
  • Pilot structural changes in one business unit before full rollout to surface integration problems early.
