[backend] [build] Integrate QIR Runner into build process as third-party

We have made some small patches to QIR runner to be used as a library and target in our compiler.
We integrate QIR runner as an in-tree third-party dependency in our build process.

QIR Runner, being a Rust-based implementation, can be integrated into our CMake build system.
