[QIR] Consistent simulation across multiple iterations

The QIR runner allows the [definition of a seed](https://github.com/qir-alliance/qir-runner/blob/78fb773c44e5dae19d35810ecf45313cee787632/backend/src/lib.rs#L52) to initialize the random number generator. To get consistent output among multiple iterations it may be useful to add the generation of a seed to the generated code.
