Improve message returned for invalid parse.ParseTime format

Context

parse.ParseTime was updated to use underlying time parser from go-kit.

This has support for many more time formats, and thus the "error" message previously provided a list of supported formats would be too long.

We had a discussion to link to a page in docs instead showing the supported formats.
