Implement into a bot

This could be implemented into a telegram bot maybe.

• The groups who have participants in a telegram group can add this bot to the group.
• The bot then fetches all the participant names from the group and DMs them their certificate.
• This bot may be useful for someone like college committees who arrange events like hackathons etc.
