Peras voting needs a bootstrapping option

As it is defined now, Peras voting can only happen if it starts on Genesis.
Indeed, both VR1A and VR2A imply that voting already happened at some point in the past. When Peras is released on mainnet, it will obviously be after Genesis, so we need a way to bootstrap the voting process.

When discussing this issue with @nc6, we thought that a potential solution would be to have a round number protocol parameter forceVoteAtRound, in which every participant in Peras elected in a committee would cast a vote, no matter what the other rules say. This would both allow bootstrapping Peras, and if the parameter can be modified on-chain, would also be a tool to restart Peras after an off-chain consensus is reached, if something catastrophic occurs.
