Remove Ord instance for ValidatedPerasCert and ValidatePerasVote #192
Description
It doesn't make too much sense to be able to order certs and votes directly. This is currently needed by the simplified model implementation of the PerasCertDB and PerasVoteDB used for state-machine tests, but could be easily refactored to use an explicit ordering instead.
