Fail with shouldPromptForMigration

XCreds 6.0.9195 appears to fail at the login screen when shouldPromptForMigration is true. When signing in, the screen goes black for a short period and then it returns to the login screen.

To replicate:

1. Create a local standard user in macOS.
2. Set shouldPromptForMigration to true using attached mobileconfig.
3. Use cloud login screen to log in as a new cloud user.
4. Observe login screen error.

Build 9199 successfully prompted to enter an existing user's login info for migration, but then when reaching the desktop, it said that XCreds wants to access key "xcreds local password", and would not accept the existing user's password or the cloud user's password.

Logging out and then logging in again using the cloud user's credentials showed that the cloud user was successfully migrated to the local user account. But the keychain prompt remained.
