<p>只佔全球人口0.36%的台灣，卻擁有最多遠洋漁船、釣走最大漁場三分之ㄧ的鮪魚，
堪稱遠洋大「鮪」鱸鰻。這支為台灣帶進數百億年產值的撈捕船隊，有多大尾？
讓我們從數字一探究竟。

<h2>台灣，生猛的捕撈大國</h2>

<p>日本是全球最大鮪魚生魚片進口國，每10盤就有5盤從台灣來。</p>

<h4>神秘的遠洋隱形船隊</h4>
<p>海上其實還有一批掛著別國國旗，實際上卻是台灣人經營的船隊。
一來台灣限建新船，二來可規避政府管理，這種「披著他國船殼的台灣船」，
目前向漁業署登記的有247艘。但業界人士推估，船數遠超過此數。

<h2>被世界盯上的台灣</h2>
<h3>船沒管好，別來我家賣魚</h3>
<h4>被歐盟舉黃牌的11國</h4>
<p> 近年台灣常因各種海上違規，而被其他國家盯上。
黃牌：前三大水產市場歐盟，指責台灣「經」常非法漁撈（IUU），違規捕魚，甚至質疑台灣漁政單位執法不力。
經過三年觀察，歐盟結論是：不只管不好，還罰太少，是不負責任的漁業國家，2015年10月發黃牌警告！

<p>黃牌：古拉索、聖克里斯多福及尼維斯、聖文森及格瑞那丁、千里達及托巴哥、獅子山、葛摩、泰國、台灣、索羅門群島、吉斯巴斯、吐瓦魯。紅牌：幾內亞、柬埔寨。

<p>據估計，台灣若被發紅牌，相關產業損失將超過76億元</p>
<p>被發黃牌後，台灣今年（2016）年7月修改並通過《遠洋漁業三法》，明年1月20日上路。
新規定管更多也罰更重，違規罰鍰為100萬元到3千萬元不等。這考驗漁業署的執行力與執法決心。
然而這只是台灣遠洋漁業困境的冰山一角。面對消費者對生態永續的要求，台灣的挑戰，才正要開始。
