DoH: Expose a setting for selecting HTTP/1 instead of HTTP/2 for DoH

`DNSCollector.get_dns_response_doh()`  has an `http_version` argument which defaults to `dns.query.HTTPVersion.HTTP_2`. Create a config setting `http_version` for the `doh` (not `doh3`) protocol, default to http2 but allow choosing http1.
