[Request] Add NoneTerminatedInspectableQueue

It looks like the InspectableQueue constructors offer most of the behaviors that the Queue constructors offer, but it doesn't offer noneBounded versions - I had a use case recently where this would have been convenient

@Daenyth In a recent Pull Request #2316, the InspectableQueue trait was removed from fs2, in favour of the Queue implementations from cats-effect. Given that, is this still needed?

I'm not familiar enough to say. I need to look at the types involved. I have wanted specifically a NoneTerminated queue, and the ability to inspect its size. Generally I've worked around that by taking a normal inspectable queue of Options, and manually doing the NoneTerminated style setup myself, but the ergonomics are definitely worse. If the CE queue can offer both features, then this could definitely be closed
