Bump up npm dependency

The npm dependency currently using this project is 5.0.0-2, which is old, and is not able to work with recent version of node.

I personally tried to change its version number in build.sbt to "org.webjars.npm" % "npm" % "6.14.5", but it fails to download some transitive dependencies. I attached the error message below. Most of the transitive dependencies are existing in maven central. I guess something goes wrong with open ended version range [0,) from the pom of the npm: https://search.maven.org/artifact/org.webjars.npm/npm/6.14.5/jar

But I don't have enough expertise to tackle this problem.
