🚀 Feature: Add examples of using parser and typescript-estree standalone

Coming out of typescript-eslint/typescript-eslint#8347: we'd like to have standalone examples of using these tools on their own. Previously there've been hidden gotchas and other nuances in using them that we've had to direct people away from.
