Hello!

Can anyone help me to modify dynamic filters, so all background activities will be blocked?

Why I need this: too much open tabs, too low RAM

You have to be more specific of: what "background activities" do you exactly mean.

Anyway, uBO on default settings already reduces CPU & RAM usage significantly, by blocking most of unwanted things like: ad & trackers & unnecessary resources, it doesn't seem you can achieve much more than that, at most you can enable some additional filter lists like "Adguard Ads filter" and "AdGuard URL Tracking Protection" - so that they will block additional ad & trackers.

Also, modern web browsers like Chrome and Firefox reduce cpu & memory usage by unloading inactive tabs, freeing up system resources. This feature, often called tab unloading, keeps active tabs responsive by automatically refreshing inactive ones when you switch back to them. You can also enhance this further by installing one of plenty dedicated browser extensions like: tab suspender or Memory Saver and customize them accordingly.
