Health Checker DB class fails on JNDI datasources

Describe the bug
When defining a JNDI datasource for PortalDb, the autowiring fails for the DBHealthChecker class causing a cascading failure up to the servlet.

Expected behavior
Health Checker should continue to work with a JNDI datasource.
