maybe a level above this review, but we need a verification matrix for firmware. this one one of the 2 rules.

The industry standard for this seems to be "formal verification" which is described in several resources, we should take action whether or not we are adopting:

Expand UartRxRaw_tb to include mismatches between input data rate and clock rate: i.e. can we pick up an input data rate of 107 - 126kbs with a uart clock of 115.2kbs

Dave: waveform files good for signals going off chip- can we look at the waveform and see that the interfaces are behaving as expected; all on-chip/internal logic should be able to be captured by pass/fail logic.
