Lambda Insights Extension Download Source Change

Currently in the aws_remote_client.py, the aws lambda insight extension is downloaded from the 'ap-northeast-1' region based on the example given in 'https://docs.aws.amazon.com/AmazonCloudWatch/latest/monitoring/Lambda-Insights-Getting-Started-docker.html'. It should be explored if this can be changed to a region closer to the developer, or maybe a fixed region in the US.
