Add offline indexing support

This work item is to make the indexer work on a machine without the database available. This is likely going to require multiple layers of changes, but in most cases we aren't dependent on having a live connection.

Note that commit b34097b seems to allow the Linux local indexer to run in a new "offline" mode.
