[Feature Request] Notification in terminal MOTD for new `aurora-cli` packages

When we add new packages to the aurora-cli, users aren't aware of this. It would be a nice feature to have a terminal message that tells you there's new stuff in aurora-cli, sort of like the one that tells you when you haven't updated in a while.

Usecase example: me.

I wasn't aware that this had to be manually triggered. I saw the new msg for bbrew and tried it with no result. Disabled and reenabled aurora-cli and there were quite a few new packages I was not aware of.

+1 to MOTD instead of auto-installing, in case users have removed some packages (me atuin in this case)

I think this is a good idea but too much complexity in my opinion to keep around long term.
