libcfitsio have library but no `.pc` pkgconfig file on SDK

On GIMP project we are starting to develop our official snap to further publishing on Snap Store.

But at build time on snapcraft we are needing to list libcfitsio-dev on build-packages: because there is no pkgconfig file on the SDK

So, we should either remove libcfitsio .so libraries from the SDK (since it is pretty niche, apt rdepends shows that no GNOME library depends on it) or ship the .pc files to help some projects like GIMP that use such dep so build easily without needing to install libcfitsio-dev.

Mmh, these are only runtime libraries (so no .pc file should be there), so can't you just install the -dev files for your case?

Would the sdk runtime libraries break that?

That is what I am doing

But what is the criteria for shipping .pc and other dev files? Seems natural to have them in the sdk since they are in the runtime snap
