Support for "New Quizzes"

Until recently, implementation of New Quizzes was essentially impossible, as the API endpoints simply did not exist. In April, Instructure finally released a New Quizzes Accommodations API, which looks promising.

We'll need to do the following for implementation:

1. Assess the new New Quizzes Accommodations API to ensure it has the functionality we need.
2. Implement the New Quizzes Accommodations API endpoints into CanvasAPI.
3. Update Quiz Extensions' dependencies to an acceptable state
4. Re-work Quiz Extensions to use the CanvasAPI library (see Implement CanvasAPI #2)
5. Implement capability for new quizzes that still works with classic quizzes.

Quite frankly, this all will take a while, and it's not on our roadmap for Summer. However, there are multiple faculty at UCF who are interested in this, so it might get priority during the Fall. I'll update this issue if/when that becomes the case.
