Add minimal WM regression test

• Model test after the gocart testing

@lwcugb has been modifying the GOCART/aero_control_p8 test directory with success. My work has been to bring it in as a separate test target so far.

Regression test is running "successfully" on Ursa for me (@lwcugb has also had success on C6). The test runs in under 30 mins w/out -DDEBUG. Baselines still need to be established once the CATChem feature/gcafs branch is merged to develop.

We are going to disable the diagnostic output by default to save some core hours. CATChem-specific diag writing is about 85% of the runtime in the CHM component.
