Why are these commands needed for these platforms and no others?

@DeniseWorthen I'll see what I can find out--sorry this question got overlooked! On first glance, I wonder if it has something to do with being community-facing platforms (NCAR & MSU) vs. NOAA-specific platforms. But I'll ask around for a more concrete answer.
