[Feature] Create a graphical interface for Sinergym

This interface lets users operate Sinergym easily in order to custom each experiment (algorithm parameters, environment, normalization, evaluation, using google cloud, etc).

Thess tools will be considered in the future for this purpose:
- Tkinter
- Kivy
- Others...
