Re-define board roles as discussed in March 2022 board meeting

Action point from https://github.com/uio-carpentry/organisational/blob/master/meetings/220302_board_meeting.md:

• communications officer was redefined as "outreach contact"
• Library representatives (as new role) were added

I don't remember whether we voted on that (the charter requires a 2/3 vote for changes), and the minutes don't say. Anyone..?

If we indeed want to update the charter on this, we need a formal vote at the next board meeting. This make me realise we need a system for collecting potential board meeting agenda items. I think @arockenberger had such a system, and I hope we can use it again once she is back from leave.
