Permission to roll my own implementation of Ryu

Regarding issue codylico/reedkiln#18, made for a project under the Unlicense, I'm wondering if it's okay to make a simplified implementation of Ryu for decimal floating-point output.

By simplified, I mean no shortest-string check and only scientific notation.
