Avoid panel collapsewhen click in screen.

How can avoid the panel collapse when click in some place in the screen?
I just want the draggable behavior, this is work ..but when click in somewhere the panel close.

slidingLayout.setTouchEnabled(false);
slidingLayout.setDragView(upperLayout);
