Native IndexNow Integration for Instant Indexing

The Problem: Currently, Umbraco sites rely on search engines "discovering" content via XML sitemaps. While this works, it is passive. Since Google has deprecated its public sitemap ping, IndexNow has become the industry standard for Bing, Yandex, Seznam, and others to achieve "push-based" indexing. Modern competitors (like WordPress) now offer this natively.

Proposed Solution: Integrate an IndexNow Service into the Umbraco Core that automatically notifies search engines whenever a page is published or deleted.

Key Functional Requirements:

• Key Auto-Generation: A setting in the backoffice to generate the required IndexNow API Key and automatically host the .txt verification file at the site root.
• Publishing Integration: A built-in INotificationHandler that sends an asynchronous POST request to https://www.bing.com/indexnow with the updated URLs.
• Throttling: A small delay (e.g., 60 seconds) to "batch" multiple publishes into a single API call to save resources.
• Dashboard Status: A simple dashboard in the "Settings" or "Search" section to see the last 10 URLs submitted and any API response errors.
