Content app not highlighted on error when entity is new

Bug summary

When creating a new member without filling the login and email, which are required, it isn't clear to content editors where the issue is since the "Member" content app isn't highlighted.

Furthermore it doesn't seem validation is consistent for new vs existing entity

Steps to reproduce

Create a new member with a name and hit save.
Notice a validation notification is shown, but "Member" content app isn't highlighted.

However for existing entity it is highlighted if clearing username and email fields.

It also seem to be the case for content as new entity.

For existing content item. As with member the validation UI at properties for new vs existing entity doesn't seem to be consistent.

I had a support case regarding this on Umbraco v8.18.7, because the customer thought it was a bug. It isn't clear to content editors they need to fill out username, email and password as these are "hidden" under "Member" content app.

Previously these properties existed in "Membership" group under "Content" app, but I think @ronaldbarendse worked on this a while ago to move these properties.

I investigated it a bit further, but couldn't find why it differs from content nodes, which does highlight the content app if a property is invalid.
