Cannot edit an existing macro when RTE toolbar is set to "inline"

Bug summary

When the RTE is set to "inline" rather than classic if you click on an existing macro, the toolbar doesn't appear. This makes it impossible to edit the macro.

Steps to reproduce

Set RTE to inline, insert a macro, attempt edit it by clicking on it once. No toolbar popup

Expected result / actual result

Toolbar should pop up with the macro button indented to show its detected the macro and is editable. Clicking on the button will produce the flyout panel and populated data.
