Steps to reproduce

1. Create a user group with "Read" and "Update" document permissions.

2. Create a user (e.g., User A) and assign them to that group.

3. Create a content item (e.g., Content B).

4. Log in as User A and navigate to content section

5. Try to restrict access to the content B

Expected result / actual result

Actual result: Do not see the "Public Access" option in the action menu
Expected result: User A should be able to see "Public Access" option in the action menu and can restrict access to the content B
