Export Templates have no loading state #800

Bug summary
We have a long running export process and it's very hard for our users to know if their export is still running or has failed because the UI gives no visual indicator that the export is in progress.
As with other parts of the CMS it would be nice if the Export dialogue button had a loading state / spinner.

Steps to reproduce
- Go to Commerce > Orders
- Select some order
- Select the "Export" action
- Select some export templates
- Click "Export"
- Browser waits or export, button does not show a spinner / loading state
