Whilst this doesn't impact card payments, some of Stripe's supported payment methods require this information, for example Clearpay/Afterpay, and you get the exception:
The payment method afterpay_clearpay requires collecting shipping information. Either set shipping_address_collection or provide shipping information via payment_intent_data[shipping].
