"Updated By" not updating accordingly #1671

Issue summary
I'm having an issue with Umbraco,Forms v13.9.4 where the field "Updated By" doesn't sets the correct user after a change is saved. I've spoken with support and they've confirmed the error. It also seems to be an issue in latest v. 17.

Steps to reproduce
A form has User A set as Updated By.
User B then makes a change to the form and saves.
The timestamp is updated but User A is still tagged on Updated By.
Expected result / actual result
"Updated By" should show the actual user that has done the latest change.
