Specify what's done on server or dev machine while deploying(Wiki)

So it is currently not clear in the wiki deployment guide, what should be done on the server and what should be done on the dev machine. The instructions on top make it seem like everything should be done on the dev machine. Also when you say "bounce server" what does that mean and how you do it?
