Use RapidPro API V2 instead of deprecated V1 API #74

eums is configured to use RapidPro's V1 API which is deprecated and will be removed on 1 March 2017
unfortunately, eums does not utilize the official rapidpro-python library that would make an update easier
thus, eums rapidpro-related functionality will likely cease to function on 1 March 2017
