Description
When a user instructs datagen to generate data for the transliterator de-t-de-d0-ascii, und-t-und-latn-d0-ascii must also be loaded. These dependencies are already tracked in datagen, but there is no support yet for a load request to propagate a set of other required locales back to the datagen engine.
