Is it right to ignore extra subtags in values?

We noticed this in #7413

Currently in icu_locale_core, en-u-ca-buddhist-xyz parses to the same thing as en-u-ca-buddhist.

Should we instead drop the whole keyword and parse en-u-ca-buddhist-xyz to en?
