Move construction of `unipept-database` image to dedicated Apple M1 runner

GitHub now provides dedicated runners for Apple Silicon that can probably help to drastically speed up the Docker image construction process. We should look at splitting the construction of our images such that the x86- and ARM-builds run on the more suitable host systems.
