'Who's Using This Data' section is outdated

Currently the Who's Using This Data section is outdated as both Represent and the Congress API have been discontinued by ProPublica.

I think this is a useful section but it should probably be updated.

FWIW, we used and cited this great resource in a recent American Journal of Political Science article and related projects.

Also, Margie Roswell's committee map page cited in that section is no longer live (that project seems to be 13 years old and defunct as far as I can tell from the git repo).
