[T000461] Intermittent CAPTCHA

This one is very odd -- the form will show a CAPTCHA section, but only sometimes. On some loads the section isn't even there (and you don't need to fill it out to submit if it's not there).

I can't really figure out why it's there sometimes and not other times. It seems to be there less on webkit, but webkit crashes on this form, so can't use that. It's mostly not there on FF, so I've left the yaml without a CAPTCHA, figure if it doesn't go through the first time, retry and maybe you'll get a page load with no CAPTCHA.

Still, very odd.
