How to have all tags for c language?

I want to parse c code but some of the members of struct are missing in the tag file.
my command looks like this
ctags.exe -R --languages=C --sort=yes -x --kinds-C=DLdefghlmpstuvxz --file-scope=yes --output-format=json -f DB6.json
is the any more option to activate?

ctags extracts members of structs by default. You don't have to specify any other options for extracting them.
So the reasons that they are not extracted are (1) the c code triggers a bug of C/C++ parsers and/or (2) the c code hits the limit of C/C++ parsers.

In either case, I cannot say anything without seeing the C code you gave.
The typical limit is about macros:

#define RECORD(X) struct X
#define BEGIN {
#define END     };
#define MEMBER(TYPE, NAME) TYPE NAME;

RECORD(point) BEGIN
MEMBER(double, x)
MEMBER(double, y)
END

This is a valid C code. However, the C/C++ parser doesn't extract point, x, and y by default.
Crafted command-line options are needed.

Another limit is about ifdef.
