Use `UseArtifactsOutput` when we move to building with .NET 8 SDK

This organizes all artifacts in a single directory.

In order to do so, we'll need to backport or reimplement the feature to net7 to be useful.

I was quite optimistic that the dotnet/sdk will be fixed and we will be able to build solely with .NET 8.

But if we will be having both .NET 7 SDK and .NET 8 builds, then yes, we will need to reimplement it. It's not too much of code I think.
