[Skia] HD popup gets clipped out by WebView instances unlike other popups #21562

Found by @clairernovotny.
For some reason, the "native clip path" calculation seems to ignore the popups coming from HD. Other popups seems to behave correctly (i.e. obstruct the webview). The calculated SVG path seems to completely ignore the HD popup.
